GST invoice format for consultancy services: every field, with a worked example

A GST tax invoice for consultancy services needs your name, address and GSTIN, a unique invoice number (up to 16 characters), the date, the client's details and GSTIN, the SAC code, a description, taxable value, tax rate and amount, place of supply, reverse charge status and a signature.

Rule 46 fields · SAC codes · CGST + SGST or IGST · Last reviewed 29 Oct 2026

These fields come from rule 46 of the CGST Rules, 2017. Issue the invoice within 30 days of supplying the service (rule 47). Most consultancy is taxed at 18%: CGST 9% + SGST 9% if the client is in your state, IGST 18% if not.

Last reviewed 29 Oct 2026. This is general information, not tax advice. GST rules change, so check your invoices with your CA.

The fields a tax invoice must show (rule 46 checklist)

Rule 46 lists the particulars as clauses (a) to (s). Not all of them apply to every invoice. The table explains each one in plain words for a consultancy billing in India.

(q)Signature or digital signature of you or your authorized representativeYes, with an exception for electronic invoices (see below)
(r)QR code with the Invoice Reference Number (IRN)Only if you must e-invoice
(s)A set declaration, if your turnover is above the e-invoicing limit but you are exempt from e-invoicingOnly in that case

Rule 48(2) also says a services invoice is prepared in two copies, marked "ORIGINAL FOR RECIPIENT" and "DUPLICATE FOR SUPPLIER". (This does not apply to e-invoices under rule 48(4).)

Invoice numbering

  • Up to 16 characters in total, including any "/" or "-".
  • Only letters, numbers, hyphen and slash.
  • Consecutive, and unique for the financial year (April to March). You can run more than one series, for example one per branch, as long as each number is unique in that year.
  • Example: SSA/26-27/0041 is 14 characters, so it fits. "SAHYADRI/CONSULT/2026-27/0041" is 29 characters and does not.

When to issue it: the 30-day rule

  • For services, the invoice must be issued within 30 days from the date of supply of the service (rule 47). The CGST Act lets you issue it before or after you provide the service, as long as it is within that period (section 31(2)).
  • Banks, insurers and financial institutions including NBFCs get 45 days (rule 47, first proviso).
  • Retainers and other continuous supplies follow section 31(5). Issue the invoice on or before the payment due date in the contract. If the contract has no due date, issue it at or before the time you receive payment. If payment is tied to a milestone, issue it on or before that milestone is completed.
  • When you take an advance, you issue a receipt voucher instead of a tax invoice (section 31(3)(d)). Ask your CA how GST on advances applies to your services.

Place of supply: CGST + SGST or IGST?

For services where you and the client are both in India, section 12(2) of the IGST Act sets the general rule:

  • Client is GST-registered: the place of supply is the client's location.
  • Client is not registered: the client's location if you have their address on record, otherwise your location.

Then compare the place of supply with your own state:

  • Same state: charge CGST + SGST (CGST + UTGST in some Union Territories), split equally. At 18%, that is 9% + 9%.
  • Different state: charge IGST. At 18%, that is 18% IGST.

The first two digits of a GSTIN are the state code, so you can check this quickly. Maharashtra is 27 and Karnataka is 29.

Section 12 has separate rules for some services, such as services linked to immovable property, events, training and transport. Plain management consulting usually falls under the general rule. Check unusual cases with your CA. Exports to clients outside India follow different rules (the IGST Act's section 13 and the export endorsement in rule 46) and are not covered here.

SAC codes for consultancy

Services use the Services Accounting Code (SAC). The codes below are from the Scheme of Classification of Services published by CBIC and the GST Council.

SACDescription in the CBIC scheme
9983Other professional, technical and business services (the 4-digit heading)
998311Management consulting and management services including financial, strategic, human resources, marketing, operations and supply chain management
998312Business consulting services including public relations services
998313Information technology consulting and support services
998314Information technology design and development services
998221Financial auditing services
998222Accounting and bookkeeping services
998231Corporate tax consulting and preparation services
998232Individual tax preparation and planning services
998212Legal advisory and representation services concerning other fields of law

Watch out: some templates online list 998312 as accounting, 998313 as tax and 998314 as IT consulting. That mapping does not match the CBIC scheme. Accounting and tax work sit under heading 9982, not 9983.

Rate. Heading 9983 "other professional, technical and business services" is listed at 9% CGST (so 18% in total) in Notification 11/2017-Central Tax (Rate), dated 28 June 2017, serial number 21, item (ii). The September 2025 rate changes (Notification 15/2025-Central Tax (Rate)) reworded that item but did not change its rate. Confirm the rate for your exact service with your CA.

How many SAC digits you must show

Notification 78/2020-Central Tax (in force from 1 April 2021) sets the digits by your aggregate turnover in the previous financial year:

Aggregate turnover in the previous FYDigits of HSN/SAC on the invoice
Up to ₹5 crore4 (for example 9983). You may leave it out on invoices to unregistered clients
More than ₹5 crore6 (for example 998311)

The table sets the number of digits for your turnover. Some firms below the limit show the full 6 digits even when 4 are required, because the longer code describes the service more exactly. The notification does not say whether more digits than required are allowed, so confirm with your CA before you use them.

E-invoicing (IRN and QR code)

  • E-invoicing applies if your aggregate turnover has gone above ₹5 crore in any financial year from 2017-18 onwards (Notification 13/2020-Central Tax, as amended by Notification 10/2023-Central Tax, from 1 August 2023). It covers invoices to registered clients (B2B) and exports.
  • If it applies, you report the invoice on an Invoice Registration Portal, get an IRN, and print the QR code on the invoice (rule 46(r), rule 48(4)). If an invoice should have been an e-invoice and wasn't, it is not treated as an invoice (rule 48(5)).
  • If your AATO (annual aggregate turnover) is ₹10 crore or more, the portal will not accept an invoice more than 30 days old (GSTN advisory, from 1 April 2025).
  • Some classes are left out of e-invoicing, including insurers, banking companies and financial institutions including NBFCs (Notification 13/2020-Central Tax). If you are above the limit but exempt, rule 46(s) asks for a set declaration on the invoice.
  • Coming up: from 1 January 2027, e-invoicing also covers self-invoices for purchases from unregistered suppliers under reverse charge, and imports of services (Notification 04/2026-Central Tax, dated 26 October 2026). This change covers what you buy. Your sales invoices to clients stay as they are, and the change only applies to businesses already covered by e-invoicing.

Reverse charge

Every tax invoice must say whether tax is payable on reverse charge (rule 46(p)). For a consultancy's own fees to a client, this is usually "No": you charge the GST.

Reverse charge mostly shows up on what a consultancy buys. For example, legal services from an advocate or a firm of advocates to a business entity are on the reverse charge list (Notification 13/2017-Central Tax (Rate)), so the business pays the GST instead of the advocate. Ask your CA which of your purchases fall under it.

Signature or digital signature

Rule 46(q) asks for your signature or digital signature, or that of an authorized representative. A proviso to rule 46 says no signature is needed on an electronic invoice issued in line with the Information Technology Act, 2000. Whether your PDF invoice counts as one is a question for your CA. If you're unsure, sign it or use a digital signature.

Bill of supply: when you don't charge GST

If you are under the composition scheme (section 10 of the CGST Act) or your service is exempt, you issue a bill of supply instead of a tax invoice (section 31(3)(c)). Rule 49 asks for fewer fields:

  • your name, address and GSTIN
  • a serial number on the same 16-character rules
  • date
  • the client's name, address and GSTIN or UIN if registered
  • HSN/SAC
  • description
  • value after discount
  • signature or digital signature

No tax is shown.

Worked example: one consultancy, two clients

Example only. All businesses, GSTINs and figures below are made up.

Supplier: Sahyadri Strategy Advisors LLP (fictional), Baner, Pune, Maharashtra. GSTIN 27AAAAA0000A1Z0 (dummy). Aggregate turnover last FY: ₹3 crore, so the table asks for a 4-digit SAC and e-invoicing does not apply. Sahyadri shows 6 digits on these invoices; see the note on extra digits above, and check this choice with your CA.

Invoice 1: client in Bengaluru (inter-state, so IGST)

  • Title: TAX INVOICE, ORIGINAL FOR RECIPIENT
  • Invoice no.: SSA/26-27/0041 (14 characters)
  • Invoice date: 31 Oct 2026
  • Bill to: Kaveri Home Foods Pvt Ltd (fictional), Indiranagar, Bengaluru, Karnataka
  • Client GSTIN: 29BBBBB1111B1Z1 (dummy)
  • Place of supply: Karnataka (29)
  • Reverse charge: No

Maths: ₹1,60,000 × 18% = ₹28,800 IGST. ₹1,60,000 + ₹28,800 = ₹1,88,800.

Amount in words (optional, but clients like it): Rupees One Lakh Eighty-Eight Thousand Eight Hundred only.

Invoice 2: client in Pune (same state, so CGST + SGST)

  • Title: TAX INVOICE, ORIGINAL FOR RECIPIENT
  • Invoice no.: SSA/26-27/0042
  • Invoice date: 31 Oct 2026
  • Bill to: Deccan Gearworks Pvt Ltd (fictional), Chakan, Pune, Maharashtra
  • Client GSTIN: 27CCCCC2222C1Z2 (dummy)
  • Place of supply: Maharashtra (27)
  • Reverse charge: No

**Taxable value****80,000**
CGST @ 9%7,200
SGST @ 9%7,200
**Invoice total****94,400**

Maths: ₹80,000 × 9% = ₹7,200 CGST, and the same again for SGST. Total GST ₹14,400 (18%). ₹80,000 + ₹14,400 = ₹94,400.

Both invoices end with the bank details for payment, the line "For Sahyadri Strategy Advisors LLP", and the signature of an authorized partner. The two numbers run one after the other in the same FY series.

If the Pune client deducts TDS when paying, that is an income-tax matter. It does not change the invoice: you still bill ₹94,400 and record the TDS when the payment arrives.

Common mistakes on consultancy invoices

  1. Charging CGST + SGST to an out-of-state client. For a registered client, the place of supply is the client's location. A Pune firm billing a Bengaluru company charges IGST. If you've used the wrong tax, ask your CA how to correct it.
  2. The wrong SAC. Accounting is 998222 and tax consulting 998231. Neither is 998312 or 998313. Check codes against the CBIC scheme instead of a template.
  3. Invoice numbers that break the rules. Watch for numbers longer than 16 characters, characters other than letters, numbers, "-" and "/", a repeated number, or a series restarted in the middle of a financial year.
  4. Billing too late. Holding invoices until the client "approves" can push you past the 30-day limit in rule 47. For retainers, follow the payment dates in your contract (section 31(5)).
  5. Leaving out place of supply or the reverse charge line. Both are on the rule 46 list.
  6. Too few SAC digits. Above ₹5 crore turnover, you must show 6 digits.
  7. Charging GST on a bill of supply. Composition or exempt suppliers issue a bill of supply with no tax on it.
  8. Missing e-invoicing once you cross ₹5 crore. After your aggregate turnover crosses the limit in any year from 2017-18, B2B invoices need an IRN. An invoice issued another way is not treated as an invoice (rule 48(5)).

Raising GST invoices in Trakkar

Trakkar is time tracking, attendance and project software for Indian service businesses, used by 100+ teams. It includes GST invoicing for your own clients:

  • Save each client's GSTIN and address once in Finance > Clients.
  • Pick one tax rate per invoice from the rates you've saved.
  • Invoice numbers are your prefix plus a sequence that resets every Indian financial year on 1 April, so check that your prefix keeps the full number within 16 characters.
  • Record TDS when you log a client's payment.
  • See unpaid invoices on the Finance overview, grouped by days late (1-30, 31-60, 61-90, 90+).
  • Track quotes as they're sent, then accepted, then invoiced.

What Trakkar doesn't do: it doesn't add SAC codes or place of supply, and it doesn't split tax into CGST, SGST and IGST automatically. Trakkar doesn't file GST returns or generate e-invoice IRNs. You add invoice lines yourself. Check with your CA that your invoices carry every field your business needs.

Trakkar has one plan, Premium, at ₹120 per user a month + GST. Try it free for 14 days with no card needed, and there's no setup fee. See pricing or book a 30-minute demo.
